The specific purpose of the corporation is to bring as many persons from all sides of the criminal justice system ( i.e. offenders, peace officers, victims, families affected, prosecutors, judges, defense attorneys, administrators, mental health professionals, counselors, and other nonprofits, businesses, government agencies) together in the spirit of cooperation and collaboration to tackle the pandemic of recidivism, by leaning on the collective knowledge of the whole to create innovative solutions that attack the root issues in society that lead to habitual criminality.
OBP was conceived out of few residents, participating in a boot camp at CSP Corcoran, wanting to do more for their community than just physical exercise and classroom substance abuse/ addiction support groups. So they developed and executed a plan of action to revamp the boot camp and expand their contributions beyond the boot camp and even the institution. They called themselves the "Chainbreakers." Due to the success of the program, they secured support from volunteers such as staff, friends, family, other residents, and fellow boot camp participant who believed in their vision. They operated unincorporated within CSP Corcoran
